City Officials Block Large-Scale Resort Project in St. Pete Beach

The Windward Pass Resort project, led by Jack Bodziak of Bodziak/Hayes Architects, has faced a major setback as the City Commission of St. Pete Beach has blocked the large-scale development plan for the second time. The proposed resort would have featured a five-story, art deco-inspired building with a range of luxurious amenities.

The City Commission's decision to deny the project comes after the Planning Board's rejection in December. During the review process, board members expressed several concerns about the proposed resort, with a particular focus on the location of the docks in shallow waters. This raised environmental and safety issues that could not be overlooked.

The Windward Pass Resort was designed to be a premier destination, offering a variety of amenities to guests. These included a waterpark with slides and a lazy river, a main pool, a sundeck with a swim-up bar, on-site restaurants, a rooftop bar, a 12-slip boat dock providing paddleboard and kayak rentals, and a 190-space parking garage.

While the project promised to boost tourism, increase tax revenue, and enhance public amenities, commissioners noted that temporary lodging is not a permitted use in the district without a conditional use permit. According to the city’s land development code, approval would also require allocation from a limited density pool outlined in the Comprehensive Plan—leaving just 157 of the original 325 units if granted.

Despite the setback, developers may have the opportunity to revise the project and address the issues raised by city officials. This could involve redesigning the resort layout, addressing environmental impact concerns, or proposing alternative solutions for the dock location.

As the future of the Windward Pass Resort remains uncertain, the decision to block the project reflects the city's commitment to responsible urban planning and environmental stewardship.
